The European IP address registry, RIPE, has formulated a formal request to ICANN to sign the DNS root as soon as possible. This proposition obtained unanimous support from RIPE members. A formal letter of request was sent to ICANN June 12. You can view the letterand the statement at this link.

    It's a bit more nuanced than you present it. The RIPE NCC is the registry. RIPE itself is the community of European IP users. The DNS WG of RIPE proposed the letter to the RIPE plenary, who approved it. The community tells the NCC what action to take, and they have sent the letter. Your blog misses the bottom-up nature of Internet resource policy making.
