穆勒（Mueller）博士，雪城大学信息学院教授、电信管理专业的主任。他的主要教学和研究兴趣是：使用产权分析法、体制经济学、以及历史的、定量的社会科学方法等，来研究通信与信息政治经济学。他长期致力于通信技术史和全球管理机制的研究。穆勒博士于1989年从宾西法尼亚大学取得博士学位。

穆勒博士目前正在研究公民和社会活动家在全球和国别范围内对通信、信息政策的影响。他最近的著名作品《从根源统筹：互联网管理和赛博空间规范》（Ruling the Root: Internet Governance and the Taming of Cyberspace，麻省理工学院出版）社是第一部关于互联网管理辨题的学术阐述。穆勒和Kathy Kleiman一起创建了非商业用户团体组织（Noncommercial Users Constituency，NCUC，又称NonComm），并曾担任该组织2003-2005年度的主席。
