  1. Radio waves over its territory are the property of people of the sovereign country, regardless of their usage for Terrestrial or Satellite communication. A sovereign country for security reasons can intercept and control all communications within its territory. Such laws are in conflict with the muultistakeholder governance of Internet. Political systems with territorial sovereignity and Internet Technology cannot coexist.
